Welcome to the Apple Support Communities! From what I'm reading in your post, it looks like you have some issues with your iCloud contacts in your Mac's Contacts app since upgrading to macOS Sierra. You've checked on the iCloud website and on your other devices, and they are working as expected there. I depend on my contacts to be synced between all my personal Apple devices as well. I'm happy to help in any way I can.
Verifying that you are signed in with the same iCloud ID on all devices, as well as toggling Contacts off & on again in iCloud settings are great troubleshooting steps. From what you've told us so far, it appears that your contacts are being pushed to iCloud fine from the other devices. What happens when you create a new (test) contact on your Mac? If that also gets pushed to the iCloud server (and you see it on the iCloud.com Contacts app), then that means your Mac is communicating with iCloud. If it doesn't, then there's something preventing that.
Setting up a test user account will be useful in determining if something in your user profile is causing the Contacts app to not work as expected. Once set that up, switch to it & sign into your iCloud account, but only enable Contacts (it's not necessary to test any of the other iCloud features right now). See if the Contacts app in the test user account pulls down all the contacts and groups from your iCloud account. This article gives you more details on how to create that account:

  • Step 1 – Download the latest Chromium OS* from chromium.arnoldthebat.co.uk. (Approximately 329MB)

Unlikely, the problem with Chromium OS is the simplicity of the OS. Computers are now divided into consumer and creator. Chromium OS and Chromebooks are neither good at consuming contents nor good at creating content.

As noble as the idea is, Chromium OS will be yet another operating system like Ubuntu Linux. The other drawback is the need for internet access to be able to use Chrome OS, yes, some Apps do run offline but not all. Chromebooks are like laptop that runs on one software and that is Chrome Browser, perhaps it is too advance in today’s age, I personally believe this is the future but not yet. Until the day everyone on earth have access to stable, cheap and 24/7 unlimited internet access, Chrome OS will never see the light of the day.
